Reducing Judicial Backlogs in Bulgaria with targeted ADR

Working with the courts, chambers of commerce and bar association, CSR created an award winning commercial mediation program that involved training 30 judges in the techniques involved in referring cases to mediation, training over 70 mediators to successfully resolve disputes referred by the courts and creating ADR centers in the Chambers of Commerce to facilitate the referral of cases by the courts to mediators. Still, there was little demand for mediation initially because of a lack of awareness among the Bulgarian populace, particularly in the business community, about the benefits of mediation.
