Colombia’s Compartel Strategic Plan 2013-2017
December 2013

GBI provided technical assistance to develop a new strategic plan that defined the agency’s future focus and operations, and revised the mission and institutional framework of the Fund.  This work produced a comprehensive broadband market gap analysis, and a proposed set of new project initiatives to expand broadband access dramatically. Specific inputs included conducting a gap analysis of current coverage with a special focus on rural areas, including the consolidation zones where USAID/Colombia has active programs. This culminated in the development of a new strategic plan and shifted the priority focus to support for advancing rural access to a newly installed national network.
