Creating a Single Window for Trade in the Dominican Republic

SBAIC Member Duca Consulting, under a subcontract with Crown Agents UK, is leading a team of Customs and IT experts to create and implement a Single Window for Foreign Trade in the Dominican Republic. Duca Consulting’s principal, Donaldo Hart (shown with official Customs badge in photo at right), is the Team Leader on the ground for a challenging effort to harmonize and integrate the authorizations and permits of some 11 agencies into a single, web-enabled system lodged at Customs. While the IT component is central to the implementation of the system, process reengineering, study of global best practices, organizational modernization, and change management demand most of the team’s concentration. From a regional perspective, and from the perspective of the Dominican Republic’s trade under DR-CAFTA, the Single Window holds promise of boosting economic competitiveness across the region and beyond. The Team hopes to achieve functional implementation of the Single Window before the end of 2012.
