Using cutting-edge management systems, out-of-the-box institutional arrangements, and the latest technologies, we’ll help them deliver goods and services at sustainable prices, all while being kind to the planet and building up the wealth of the communities they serve.

The name Corpora-Gov symbolizes the connection between a business and the human body. In a human body, various components work together seamlessly to achieve a common goal. We strive to apply the same principles to business management, in both private companies and government-owned enterprises.

HANDS-ON PRACTITIONERS

Corpora-Gov, a company founded by José A. Valdez in 2021, is led by a hands-on practitioner with over 25 years of experience in supporting government transformation of public companies. With a diverse portfolio of experience, including serving as Undersecretary for Bolivia’s Capitalization Program in the infrastructure and energy sectors and working on Jordan’s corporatization in the water sector, Mr. Valdez has extensive knowledge of both traditional and innovative methods for creating mutually beneficial outcomes for governments, citizens, the private sector, and local communities, ultimately strengthening democracy in developing countries.

As true owners of the company, our senior team leaders are highly invested in delivering exceptional assistance in their field and serve as exemplary representatives of the company in interactions with clients and local partners.

CONSULTING PARTNERS

Corpora-Gov aims to form local subsidiary companies with local consultant partners to pursue projects as local companies. Partners are heavily involved in business development, design, and implementation of each project.

William Blacutt. Based in South Carolina, he specializes in micro-financing having built successful lending practices for small business in urban and rural areas in Bolivia and Argentina.

Joseph Daniel Mooney. Currently leads Corpora’s Subsidiary in Guatemala that covers Central America and the Caribbean. Former Chief of Party of USAID projects in Afghanistan, Jordan, and Guatemala.

Milton Funes. Urban Planner and Engineer who led 5 projects as, Chief of Party in Latin American, African, and Middle Eastern countries specializes in organizing the delivery of basic services and infrastructure in emergency and refugee contexts.

Said Sabri. Currently leads Corpora’s Subsidiary in Palestine, was Chief of Party of USAID projects in the West Bank and specializes in agribusiness development having led successful projects like the Jericho Agro-Industrial Park.

Victor Rico. Economist specializes in international trade, economic integration, public management, governance, and private-public financing. Former top executive in a development bank in Latin America.

Osvaldo Irusta. Electrical Engineer specializes in regulatory matters and systems interconnections, was President of the Regional Committee for Energy Integration in Central America and the Caribbean and Regulator in Bolivia.

RECENT WORK AND UPCOMING EXCITING OPPORTUNITIES

Bulk Water Company in Gaza

In 2022, Corpora began work assisting the Palestinian Water Authority in establishing the Bulk Water Unit as a subsidiary of the National Water Company. Corpora will continue supporting this effort in 2023 by implementing corporatization strategies in bulk water operations and retail distribution.

New Projects in the Horizon

Corpora is pursuing projects in the following countries and sectors:

  • Guatemala. Corpora has been positioning for the past year to participate in various initiatives in the Northern Triangle in Central America on rural energy, trade, and investment in partnership with local governments.
  • Ukraine. Corpora is advancing the idea of “capitalization” in state-owned enterprises as a novel approach to implementing widespread ownership and governance in Ukraine’s infrastructure and industry during the country’s reconstruction process.
  • Sri Lanka. Corpora is discussing its assistance to the state-owned enterprises reform as a way to reduce the burden on the government’s budget and to leverage assets to attract investments and support the country’s recovery.
  • Iraq. Corpora is finalizing the negotiation to provide services to the Nineveh Governorate in Northern Iraq to corporatize its water services. The three year assignment will include a comprehensive reform.
  • Mali. Corpora is preparing to assist in the improvement of rural water and sanitation services by building the capacity of key stakeholders in rural Malian communities.
  • US. Corpora and Montgomery County (Maryland) Regional Offices (mid-county and up-county) are promoting the concept of Community Wealth Building in partnership with CLES (UK) and Democracy Collaborative (US).
