Building State Department Evaluation Capacity
March 2012

The US Department of State (DOS) recently awarded SBAIC member Social Impact (SI) with a five-year Evaluation Services IDIQ contract. Following recent US government trends, the DOS is developing policies that will increase program transparency, enhance accountability, and maximize program results. As a global leader in evaluation and evaluation capacity building, SI has been tasked with helping the DOS to further develop, disseminate, and implement its evaluation policy.

Specifically, SI expects to evaluate DOS programs, train DOS personnel, and develop evaluation tools, plans, and processes. In addition to conducting dozens of impact and program evaluations, SI has recently trained nearly 700 people in evaluation skills and management under a similar contract with USAID. SI has also worked to design a number of performance management plans and monitoring metrics for international clients. With such extensive evaluation experience in over 100 countries, SI is well poised to impact DOS programs around the world.

As a woman-owned small business, SI is pleased to join the select group of firms that will lead out on the implementation of DOS’ new evaluation policy. The latest version of the DOS evaluation policy is found  at http://www.state.gov/s/d/rm/rls/evaluation/2012/184556.htm. Learn more about SI at http://www.socialimpact.com/.
