Bixal Solutions, Inc., an 8(a) certified small business, provides specialized services in web and mobile development, knowledge management and training, strategic communications and outreach, and program management. Bixal uses its technical expertise to empower communities to grow, learn, and improve their circumstances, be they financial, political, or educational. Bixal has deep expertise working in Information and Communications Technology (ICT) for development projects, in sectors such as social inclusion, economic growth, trade capacity building, private sector development, transparency and democracy, and governance.

Since its inception in 2001, Bixal has worked directly with governments and multilateral institutions supporting international development initiatives. Bixal’s international reach recently expanded to the Government of Barbados with an initiative to implement a Trade Document Management System (TDMS) and Information Technology (IT) Upgrade for the Border Control Agencies Project. Within the past year we also expanded international Trade Agreement Tracking and Monitoring Information Systems (SMS in Spanish) in Peru.

Over the years Bixal has partnered with the World Bank, Asian Development Bank, and Inter-American Development Bank to support the implementation of assessment tools and Monitoring and Evaluation (M&E) systems that monitor the advancement of e-Government Procurement worldwide.

As a demonstration of its experience working with governments, Bixal completed the implementation of an M&E system and a claim and consultation system for the Ministry of Industry and Commerce of the Dominican Republic, working as a subcontractor to Chemonics International. An initiative sponsored by the United States Agency for International Development under the Dominican Republic-Central America Free Trade Agreement Implementation Project, the project aimed to strengthen the institutional capacity of the country to manage its trade agreements.

Bixal also possesses extensive experience in eLearning and, as a prime contractor, currently supports the U.S. Department of Housing and Urban Development with the implementation of the Dodd-Frank Compliance—Housing Counselor Training and Testing for Certification Program. Our proficiency lies in creating clean, user-centric systems that are scalable and easily adaptable for varied technologies.
