Meet and Greet with Dr. Harry Parker, USAID Office of Small and Disadvantaged Business Utilization
June 2019

On June 24, 2019, SBAIC Members met with Dr. Harry Parker from the USAID OSDBU Team.

Dr. Parker spoke on USAID’s subcontracting goals, new regulations, and changes to the Federal Acquisition Regulation (FAR). According to Dr. Parker, USAID had their best performance to date in prime contracting USAID worldwide dollars and percentages to small business. This year, USAID will use a new methodology to double the importance and focus of subcontracting to small businesses.

Dr. Parker spoke on how the USAID acquisition and technical staff use the USAID Small Business Market Analysis and Research Tool (SB-MART) to complete market research to identify small businesses with expertise and capabilities to perform on USAID requirements.
