Building the Capacity to Measure Performance and Manage Change for the Public Sector in Liberia

The United States Agency for International Development’s Governance and Economic Management Support (USAID-GEMS) project, a 5-year initiative being implemented by IBI International to build the capacity of public sector institutions in Liberia, uses the Human and Institutional Capacity Development (HICD) methodology to deliver performance improvement. Building organizational strength by focusing on performance improvement in the administrative functions of each institutional counterpart – including human resources and financial management, use of ICT, and monitoring and evaluation – the USAID-GEMS applies the HICD model to assess a performance baseline, design and implement solutions to close performance gaps, and establish performance measurement systems.

USAID-GEMS M&E Advisor, Rich Mason, leads a workshop on performance monitoring and change management for Government of Liberia staff..

Targeted change management approaches are designed to underpin the assistance provided by USAID-GEMS. In partnership with Government of Liberia and USAID/Liberia stakeholders, USAID-GEMS has convened Change Management Committees within each participating organization to formulate Change Management Plans designed to support successful implementation of the proposed solutions. In order to highlight the importance of performance monitoring and evaluation and to improve the abilities of counterpart organizations to communicate key results, “change measurement” and robust communications and outreach platforms are key components of IBI International’s change management model.

Recently, IBI International facilitated Change Management and Measurement workshops with participants from eleven counterpart organizations. During these workshops, participants discussed the concepts and tools of change management and measurement. Each Change Management Committee established its own terms of reference, procedures manual, performance monitoring goals and objectives, proposed monthly reporting formats and draft communications plans. To ensure sustainability of these efforts, the USAID-GEMS team continues to provide on-the-job training focused both on finalizing these tools in a form that is tailored to each organization and supporting managers in measuring and communicating change in an effective and impactful manner.
